It does make some sense though why it can't - how would the game know which way to split up the players amongst two All-Star teams?
If there are two subleagues, then one team for each subleague, but with three divisions or four divisions in a subleague the game hasn't been told how to split up the teams in such cases.
I made a post in the Suggestions forum about incorporating more All-Star Game formats which would help solve this sort of situation.
