Alright, I've had a bit of trouble following all that.
Are you saying that you've set those two options ("may leave" and "can be signed") the same way for all three leagues? If not, can you list how they're set for each league? That would make it easier to figure out if the player movements you're seeing are due to the settings or evidence of a problem...
