No, do not uninstall because then the patch program will not find the game program and nothing will happen. Plus, you may have license problems next. Back up your saved game(s). Leave OOTP off, download the downloaded 1.03 patch file to your desktop (anticipating your question, no, you don't need to install the 1.01 and 1.02 patches first; 1.03 will do it all), then double-click that file and watch it do its thing.
If this does not solve your original problem, you will have to post here again, of course. But I notice that the first thing that they ask you is whether you have updated to version 1.03 so you might as well go ahead. Good luck.
