Eugene, could you try this?
1. Create a new game
2. Set the game up the way you like it
3. Before you click on Start Game, click on Templates --> Save this setup as a template
4. Enter a name like "Eugene Template" and click Save Template
5. Open up My Computer or Windows Explorer, and look for the
world_templates folder inside of your OOTP directory.
6. Find the template that you named (like "Eugene Template.wtp")
7. Zip up this file, and e-mail it to me at steve.battisti @ ootpdevelopments.com
I'll grab your template, and try to replicate this problem.
