This is probably an easy fix and won't require a reinstall. Please do the following:

1. Open up windows explorer.
2. Go to the directory where OOTP is installed, typically c:\program files\Sports Interactive\OOTP 2006
3. Within this folder, go to the data folder and then to the tables folder.
4. Select all of the items within this folder and delete them all.
5. Start the game back up and it will recreate all of these files and hopefully the issue will be fixed.
