Better yet - have the computer offer the option of assigning the players itself, or asking where to put each player.
Anyway, there's a 40 man roster, and even though the 25 man roster is set, the extra players on the 40 man roster not on the 25 man roster are unassigned to any minor league teams.
There's the bug - the game got "confused" because there were players on the 40 man roster who were not in the major league OR minor league rosters.
