Edit: Imnotjesus, there was a bug that caused this when Roster Moves were set to AI control and Minor League Management was set to human control, but Minor League Management seems to be set to AI control once you set Roster Moves to AI control now (and leave the screen to make the option stick).

What are your Team Control Settings when the issue happens?
