Thanks for the effort. I have tried everything I can think of turning on/off facegen,minors,etc... I have tried various Historical and Fictional league setups and I cannot seem to get manual drafting to work whether it be expansion,initial,or amatuer. If I sim through the draft it works fine.
Thanks again for your effort if anyone else has any idea of what else I might try I would appreciate it.
