I noticed in this template that the amateur draft is not enabled. Do we enable this later on at a certain year? I was going to change the draft date to Nov 1st, but it's not enabled by default.

I'm guessing the draft started in a certain year? If so, do we change stuff like this on our own or does the game do this automatically?
