That isn't much space left on the HD. Have you defragged recently? I would suggest you do so. A highly fragmented HD has caused problems for some beta testers. Also an IDE drive (which I assume you have based on the rest of your system specs) can be a lot slower read/write than a SATA so there is always the chance that could play a part. Your system memory could also be an issue though it should be enough on a reasonable sized league.
Additionally, there is nothing to worry about with license. If you uninstall and then reinstall you won't waste a license. Also, before you move to a new machine you can unlicense OOTP in the control panel so you don't lose one of the two licenses. Finally, if you have any problems with your license in the future you can always contact elicense.
EDIT: FaceGen could also be the problem. It eats up a lot of resources according to some posts I've seen on the general board here. In the next patch due out soon you will be able to disable FaceGen easier.
