In regard to #2, does the second league not allow you to sign free agents from other leagues? Does the first league not allow free agents to leave the league? These settings are in the Rules tab of the league setup.
Also, if you only have one league (with a minor league affiliate) active in your universe, how can you determine whether or not a second league can sign him?
