Oh, I think I get it now --- you want it in the file as a possibility so you can edit it into someone's status, but you don't want the game to assign military service to someone who gets injured. Brilliant!
On further reflection, I guess this is what the "undisclosed injury" line is in there for as well. If you just want somebody not to play for a while, give him an undisclosed injury (and let the media speculation run wild!).
