There is no Database of Minor League Players.
You don't have to have full rosters in the minors in 2007 (or 6.5 and earlier),
so you don't have to have fake players, although you could use fakes but not allow them in the majors (there is a setting for this)
Some have created Roster Sets with full Minors, but that is for 1 season.
