It sounds like one of your feeder leagues doesn't have enough players. You could try one of two things:
-turn on ghost players (Game menu --> Game Setup --> League Setup --> Options; it's the checkbox 'Allow incomplete minor league rosters');
-use, in Game Setup, the function 'Fill rosters with fictional players'. Your existing players will not be affected, but any rosters that are incomplete will be filled up with newly generated players.
You should only need to do one of the two things above- with ghost players, the game won't create any new players, so that option might be preferable if you are using a real-life roster set.
If there was a feeder league at one point that was deleted, there may be a deeper issue, and the above suggestions may not work. It's my understanding that these issues are being addressed in the upcoming patch, and they're difficult to solve in the currrent version of the game.
