I apologize that your question has gone unanswered.

Please understand that tech support at this point is manned exclusively by volunteers. OOTP is really a 2-person shop, despite now being under the SEGA moniker, and I haven't been looking over in the 2006 world. (If you look in this forum, you'll notice that none of the recent posts have gone a month without a response!)
I hope you won't let that deter you from trying 2007. It's a vastly superior game to 2006. (Just ask on the forums.)
It sounds like you're having an issue with the licensing, which is handled by e-License. To resolve your issue, you'll probably need to e-mail e-license support:
support@elicense.com. They're generally pretty prompt about responding. Just explain what you did here about the new computer and so forth, and they should be able to take care of it...
