Starting pitcher usage bug

Here's one I haven't seen mentioned. I tried looking for it, but it's hard to search for so I may have missed it.

On two teams in my current league - Seattle and New York - the top starter in the 5 man rotation is skipped for the entirety of the season. That is, despite being set for a 5-man rotation, the teams only ever send numbers 2, 3, 4, and 5 out to pitch. In fact, for the most part, pitchers are pitching every 3 days so it is effectively a 3-man rotation with occasional starts for a fourth.

Additionally, when I look at the projected stats for the starting pitchers, it seems to be vastly underestimating their pace. I have guys who have started 27 games on July 1st who are being projected to start 36 games for the year. Obviously, at about the halfway mark, the real projection should be about 54 games.

I can't seem to do anything to make these teams use their top starters, and both teams are suffering hugely for it.

This is a shame, because the league is in its 112th season and it looks like I may have to shut it down.

Anyone ever seen this? Any fixes?
