Also try System Optimizer for OSX (a shareware program). I run it at work when someone has an unfathomable Mac challenge and so far between that and resetting the permissions it has always fixed the problems.

I verified and repaired permissions.
On top of that, it was a brand new HDD with a fresh install of OS X. There should be nothing out of place to cause a conflict.
