Can't find the post I was thinking of, but I did find a post of mine from December where I took my best guess at when waiver periods start and end:

"My guess is that the game uses three periods- from May 1 to July 31 (the trade deadline); from Aug 1 to the start of the offseason; and from the start of the offseason to May 1. "

I'm pretty sure, if I remember the correct answer to this question, that the above guess was wrong, but close- I'm pretty sure May 1 is off by a bit. OOTP certainly does have three different waiver periods, though.
