Try letting it sit for a long time. Fire it up and go make a sandwich, do a load of laundry and when you come back, if it's still sitting there, we'll proceed. Maybe it's just a first time startup thing.
You can try making sure nothing else is running. Anti-virus programs seem to wreak havoc sometimes. Try temporarily disabling yours. Any downloads going on in the background, lose 'em. Normally, it shouldn't be an issue... I have outlook, utorrent, firefox, textpad and a remote desktop session all open beside OOTP 9, and she's runnin' like a beaut. But just for troubleshooting's sake, have it run lone ranger style and see what happens.
