Fixed.
When installing, OOTP didn't make a folder called 'data'. Simply put all the files under OOTP9, but it was missing folders/files.
Had to copy the following folders from a different location: addons, ballparks, database, fonts, saved games, schedule, skins, sounds, stats, template, text, world template and paste them into the new data folder.
Then had to tell OOTP where to find them.
