I've created a fictional league, and I turned off "Create and Maintain Hidden Players" at the beginning, but when I go to "explore world," there are extra players in many countries. (All scouting is turned off, too.)

I don't know if those international players would ever interface with my league, but I don't like having them around, it's loose end to have a bunch of extra players floating around in my universe.
