When there are hidden players on, every single country (at least right now, whether it changes in a patch I don't know) has at least 2 or 3 guys you could find.

This makes sense, as most countries had zero players listed, and the countries which did have players seemed to have them in proportion to the data in my modified
nations.txt file.
