Does the game check to see which available files are newer than the files the owner already has on his machine? And then download the newer ones from the server?

It seemed like, in my v8 online leagues, not everything would get updated when I clicked to update my online league files. For example, player photos didn't always seem to update to the latest version. This might have been due to certain settings, either on the league's part, or on mine.
