I think you should see all players that played.
As for how many players you could run a test league and check the # of players available each draft. I can tell you that i have 16 teams in 1884 and with RAH on and i havent seen the famous illegal # of players error message yet.
The key though is that you have to pay close attention to 19th century leagues. You might need to check your game setup after each season.
You will have to experiment with injuries, fatigue, suspensions, active roster size etc. Your players available also might depend on if you have RAH on or not. From what i understand a lot of people start the draft in december.
