While recently scouting leagues to join and noting how often the available teams were in very bad shape I noticed a lot of leagues had $$ penalties for absent or negligent owners. I don't oppose this practice, but I wanted to suggest that perhaps some of the money taken from a franchise could be "gifted" back to the franchise when a new owner takes over.

Not sure how to implement it, but I think it's worth looking into. Might also help you fill the lousy teams that no one grabs up when you post for new owners.

It would give the new owner a little help in rebuilding a sad franchise that has been mismanaged or neglected.
