You're going to have to prove how that one play cost Tennessee the game. Considering that Baltimore still had a play after that which gained eight yards which put them into viable field goal range (where's the blame on the Tennessee defence for not preventing this play?), and then still had to successfully kick the 43-yard field goal (which could have easily missed), you have a ways to go to make your case.
Even if the play in question had been called correctly, Baltimore would have been backed up five yards and the down repeated. How exactly are you certain that the Ravens would not have made a first down in that instance anyway? Sure, their chances would be lowered somewhat, but that does not mean it was impossible nor even improbable.
The only way you can say the time clock screw up cost Tennessee the game was if it was on the field goal try itself that the mistake happened. And that still ignores the fact that Tennessee got the ball back and had time left to try and get downfield to attempt a game-tying field goal.
