What ideas do you guys have to create league parity.

Specifically I want to have a league that one owner does not win 10 out of 12 seasons. I don't specifically want to punish an owner for success, but perhaps provide more of a reasonable challenge.

Also, I don't want cellar dwellers to get stuck there.

I have a few ideas on the subject, but I want to hear some other views before posting them.
