Yeah, this is probably a discrepancy in the definition of groundball percentage. Typical GB% includes line drives, while I believe that OOTP only considers groundballs/(groundballs + flyballs). The roster makers probably used the standard definition.

A fictional league shows me an average rating of 60% with a high of 79% and a low of 39%.

On the plus side, I wouldn't worry about this one bit. The roster makers made sure that the Movement ratings came out right and that's all that really matters. Your draftees will have higher groundball percentages, but they'll have higher HR/FB percentages, in essence. As long as you don't notice draftees with unusual Movement potential, you won't notice anything in the results.
