Players retire at basically two days during the season (with a caveat I'll mention later).
January 1st every season is the only day where any player that is a free agent will retire.
The first day of the "offseason" stage (the day after the playoffs complete) is the only day when any player that is on a team will retire.
The caveat I mentioned previously is that players who are on minor league teams will retire the first day after that minor league level playoff is finished, which normally does not matter for hall of fame consideration, but it is possible with OOTP logic that a future Hall of Famer ends up getting stuffed in the minors for his final season by the AI when his ratings fall, so you want to keep an eye out for that as well.
So with that said, you just need to go through your almanac and look at those dates each season to see which players retired that season.
