Some mods that are available such as STATSLAB can help you by providing a Hall of Fame interface where you can specifically say you only want to consider people who have been retired at least X number of years, or no more than X number of years in it.

Statslab is primarily used for multiplayer leagues though and requires you run a mysql database and php capable web server to use it though. I do not know if that is too much for what you want to do for your solo league though.
There's also tysok's Win Shares program, but only if you have Microsoft Access, which I dumped in favour of Open Office, which doesn't allow you to see half of an Access file.
