That sounds odd. What exactly can't be created? Who or what told you it's an issue with file permissions?

Maybe I'm remembering this wrong, but I'm pretty sure we couldn't update in the game with 6.5 so what you must be doing is downloading the files to your computer outside of OOTP, putting them in the OOTP folder and then trying to load the league with the game. When exactly does it say what it says?

I imagine the new tech support site (a link to it is in my sig) might be more for OOTP10, but you might want to also post for help there.
