Step 1: Download program.
Step 2: Download guide.
Step 3: Download template.
Step 4: Read and follow guide.
Logos are harder to make, as there's no set template to doing them. I recommend playing around with Paint.NET or GIMP and learning by trial and error. To produce the best results, you'll want to save your work as a .PNG file with a transparent background.
