I have used Paint.net for some time with good success. It is free. There is a good online tutorial, and numerous technique tutorials online as well. And, most important, it allows 'layered' graphics which makes uniform design a breeze.

About two years ago I posted a series of instructions for designing uniforms using graphic layering. Check out the 2nd post in the linked thread below. This post is the tip of the iceberg where I presented 5 links to all of the design help that had previously posted. Click on each of the links to get the info. There is a 6th link (to another website) that I posted about the templates that I had designed and the template file itself.
