If I had to guess without having access to your computer, it sounds like you've copied the files into the "Templates" directory, but didn't overwrite the old default.xml, all_star.xml and hof.xml files files.
If the old files weren't overwritten, default.xml et al will still tell OOTP to create the generic cards and point to the old generic graphics.
I saw your post in the main forum, and I saw that you had Vista or Win7. About the only thing I loathe about Win7 over XP is that the "do you want to overwrite" dialog that pops up when you have duplicate filenames is so massive and wordy and has such big honkin buttons, I'm often accidentally keeping the old files rather then overwriting with the new ones.
If that doesn't work, consider zipping up that entire directory Template directory so you email it to me later. I'm curious to see what the issue could be. Then after you've done that, simply delete the entire Template folder and then unpack the zip file again. When it recreates the Template directory from scratch, OOTP will have no choice but to create an 87 Topps card.
