It's just hard coded into the game. There is lots of hard coded logic in the game that you need to take with a boulder of salt. The age 25 to 26 birthday is just one example. On that 26th birthday the players scouting report changes, and he disappears from any top prospect page he was on. This does not mean the player suddenly died, he still is as valuable as he was the day before his 26th birthday.

There is also some hard coding in the 'suggested level' logic on the "Minor League System Report" page, so it is often wise to ignore the games suggested levels and base your promotions/demotions on player age, ratings-to-talent ratio, and stats at the current level.

The players star ratings also have some hard coded logic, and sometimes need to be ignored when it's obvious they are inaccurate. They are somewhat useful, just don't assume they are always very accurate.
