OK - I can confirm that sometimes when players get suspended they can still play. So there's three different bugs here:

1) Apparently you send suspended players to the minors (assuming they have options), which I am not sure you should be able to do
2) If a player gets suspended in spring training, he sometimes won't play all spring because his "days suspended" counter won't start until the regular season games begin
3) Sometimes when a player gets suspended, he still plays in games.

Here's what happened in my situation... it's kind of amusing...

My 1987 Orioles were getting embarassed by the Yankees. It was the 7th inning and Bruce Hurst was the latest in a line of pitchers that couldn't get anyone out. There were runners on first and third with one out, the score was 10-2, and the runner at first stole second base. Naturally Hurst plunked Mike Pagliarulo at the plate with first base open to put the double play back in order.

Then, Hurst threw a wild pitch to move everyone up a base. First base was again open. In his frustration, Hurst drilled Don Mattingly to load the bases again.

Finally, Hurst got called for a balk. To fill the new vacancy at first, Hurst threw one in Steve Balboni's ear. Balboni charged the mount, and both he and Hurst were ejected suspended 7 games.

In the following day's game against the Yankees, Balboni is in the starting lineup. I checked both players as commissioner and their "Suspension Data" is exactly the same - "Suspended" is checked and the number of days is the same. But the Yankees can still play Balboni, but I can't warm up or substitute Hurst from my bullpen.

Damien, have you filed a bug report for both bugs (moving to minors and playing while suspended)? I explained it away by saying that Balboni was appealing his suspension since clearly Hurst was at fault for instigating the whole thing. But still, I'd like to know why the AI doesn't always have to play by the rules.
