Not sure if this will help or not as I just recently installed Win 7, but look in C:\Users\"your win 7 user name"\AppData\Roaming\Out of the Park Developments\OOTP Baseball 11\config or where ever this may be installed on your system and see if you have this file "key.cfg" . If not search for it ..and if it's in a different location than above, copy it to where OOTP keeps it's config files, pretty sure that has to be in the above folder and path for the game to recognize your license..
Also if the above is fine then try to unlicense, restart your puter and license it again and see if that helps..
If not, contact tech support and they'll get ya fixed..
