And that's the main point. What modders do is what modders do, but dev resources are limited and precious. A women's baseball mod will be a very silly mod, and it will make OOTP and its players look silly, but at least it wouldn't waste any developer time.

According to OOTP itself, OOTP MLB play (modern and historical) outnumbers OOTP fictional play three to one.
