I'll offer this for your consideration, but I think that the present facepack image doesn't look much like this guy... bb-ref has a close-up version of the present facepack image, and I'm including that here as well as the reverse of this new image.
edit: I've been advised by one of the good folks at SABR who owns Welteroth photos that this is almost certainly NOT Dick Welteroth
