The database structure has changed for OOTP12.
When you convert a league it will only work for one year as you have found. Conversion only affects the active year.
That is because the conversion does not change the formats of any of the CSV or ODB files. Unless those are changed as well the game cannot progress.
I posted a D-I-Y on how to create your own Random DB for ANY version of OOTP, even ones that do not exist yet, a few months ago. Ones so generated will progress nicely.
It takes about 20 minutes to create such a db using the instructions once you get used to it and save the steps as Macros in spreadsheets. Expect 1 - 3 hrs the first time depending on when the light bulb gets lit up for you.
If you are good with databases and program one to do these steps it takes less than a minute to generate a random db and no two so generated will ever be the same.
I'd definately use neutered stats as your base/starting csv files. It puts cross-era players on the same level and a random db is one giant cross-era playground.
