Historical sim running and just completed 1941. Not so good year for me, but that is not a problem.

My question is, starting 1941 virtually every team took a dive in budget of 30% - 50% (excluding the Yankees and Cardinals). Is this a reflection of what went on during the war years or has a glitch happened? Tending toward the war but then why were the Yankees/Cards immune?
