Out of curiosity, when I set the scouting to 100% accurate, I'm still allowed to set my Minor/Major/Amatuer (National) scouting budgets and allocate money to them. What's the point of that if I already see all of the ratings 100% accurately? If the national scouting is irrelevant with '100% accurate' setting, and I can set these to $0, do the CPU controlled teams know to do this also?
