Players 'discovered' by scouting internationally are supposed to be analogous to the teenage prospects signed each year during the international signing period, so, looking at this past year in real life, players like Nomar Mazara, Ronald Guzman, Victor Sanchez, Elier Hernandez or Dorssys Paulino.
That said, OOTP's international scouting and international free agency modeling are only a kind of vague approximation of real life, so don't expect it to work identically.

Okay, that makes sense now. I didn't think all those young international signings were getting full major-league contracts though, just signing bonuses. I'll admit, I don't follow that all that much.
