Please disregard this bug report. It turns out the solution is that the database path needed to be updated for OOTP13, and in addition I had a new computer using Windows 7 that had a different path than my old Vista computer. I'm sure other people will have this same problem, but it is not a bug, it is just an update that needs to be done by the user.
EDIT: However, I found another possibly related bug, because when I came back later I got an ATTENTION: Could not open historical_import_path..." See later bug report by me.
