The computer GMs have no ratings and it's unclear what, if any, impact they have on the game.
The help index (or maybe the manual) says the GMs managerial ratings, but even if that made sense (GMs, unlike managers, don't "handle" players the way those ratings are defined). Something is wrong because all the GMs created in a fictional game or if you generate a new GM, they all have no managerial ratings so even the best GMs are unknown or inexperienced in the only ratings that supposedly matter. If the manager ratings matter for GMs, then even the worst rookie league managers will be much more highly rated than the top GMs.
Moreover, things are made more unclear because the scouting director sounds like he does what you would expect the GM to be doing. It even says if you change your scouting director, the whole direction of the team may change.
In sum, all other jobs have ratings particular to that job, except the GM who has virtually no ratings in any category and seemingly has little impact on the team compared to the scouting director.
