I just installed update 13.3 build 9 and now I am unable to play OOTP 13 when I am not connected to the internet.
Only the Purchase OOTP 13 Now, Enter License Key and Preferences boxes are available when I start the game with out a internet connection. So no more playing OOTP on the plane.
I am on the OSX version.
