I just started the league and finished up the first season and now the second season draft order is changing every day, depending on how the teams are doing.
Now, I just got done playing an MLB league for 20 seasons and never had this problem and am using the exact same settings and setup.

The first season the draft order is based on how the teams are doing that year at the draft day. You do not have a completed season. The second year you have the completed first year so the draft will be based on that first season standings. Every draft order after that will be based on the previous seasons standings.
