Contracts being allowed to under age players

In my league, the minimum age is 18 to be able to eligible. The settings for the Parent ML obviously are the default as stated for the AAA, AA and A levels.

The game is generating 16 and 17 year olds as free agents. They do not show up in the ML level free agent list, but they do show up in the free agent list when you switch to any level of minor leagues and click Free Agents on the League Menu.

If you click the Action menu on the bottom of one of those under age players, the option to offer contract does not show up. However, if you click on the player's Contract And Status button, under Contract Information, it shows him as a free agent and the button is available to Offer Contract.

Is this a bug or is there anything I can do to prevent teams in my on-line league from being able to sign these under age players?
