He probably did not use the latest league file. After you enable passwords the league GM's all need to DL this new league file. From there they can enter their individual team passwords, and these team passwords make it to your "master" copy of the league file after you import their next roster export file.

If the GM has set his password than either the commish or team PW will work. If the other commish has not set the PW yet than you don't need to enter any PW to get to the teams imports rosters screen.
