I saw this problem significantly less in OOTP13 once I had checked this checkbox as well. Going from 100% ratings to 25/25/25/25 made a major difference in this behavior. The AI still adds the draft picks to the 40-man immediately, but now the AI waives fringey middle relievers instead of their draft picks on the day after the draft.
